Why did McKinsey claim a third of employers would drop HC coverage then say that the report is not predictive?

The McKinsey Quarterly is hard right publication from a hard right group. The CBO, a bipartisan group, puts the number at between 5% and 7%. The CBO is a much more believable and realistic prediction.
